RE: INVITATION FOR PREQUALIFICATION

1.0        INTRODUCTION

The Ogun State Economic Transformation Project (OGSTEP) intends to implement the construction of a series of Works contracts for the Construction of Feeder Roads and Irrigation Systems in some Farming Communities in the State.

The Ogun State Bureau of Public Procurement has been requested by OGSTEP to conduct a Prequalification exercise for the Works.

The Ogun State Bureau of Public Procurement now invites Interested eligible applicants to submit applications for Prequalification to participate in this Prequalification exercise.

2.0        PRE-QUALIFICATION AREAS

2.1        ROAD WORKS

  1. SCHEDULE 1 - Construction of Feeder Roads connecting communities to farmland with an approximate length of 2 km within Ogun State.
  2. SCHEDULE 2 - Construction of Feeder Roads connecting communities to farmland with an approximate length of 4 km within Ogun State.
  3. SCHEDULE 3 - Construction of Feeder Roads connecting communities to farmland with an approximate length of 8 km within Ogun State.

2.2    IRRIGATION WORKS

  1. SCHEDULE 4

Lot 1 - Construction of Irrigation System at Ijaka Isale Farm. Lot 2 - Construction of Irrigation System at Eggua Farm.

Lot 3 - Construction of Irrigation System at Imoto Yewa Farm. Lot 4 - Construction of Irrigation System at Apojola Farm. Lot 5 - Construction of Irrigation System at Owowo Farm.

  • Interested Applicants shall apply for ONLY one Schedule from Schedules 1 to 4.
    • Interested Applicants shall apply for ONLY one LOT in Schedule 4.

3.0         PRE-QUALIFICATION REQUIREMENTS

Interested and competent Applicants wishing to be shortlisted for the bidding exercise to carry out the projects as described above will be required to submit the following documents:

  1. Company profile;
  2. Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC);
  3. Company’s Audited Accounts for the years (2020, 2021 and 2022);
  4. Evidence of financial capability (Reference letter from a reputable bank capable and willing to provide a line of credit for project execution, if SHORTLISTED);
  5. Evidence of Technical capacity (list of equipment, staffing etc);
  6.          Possession of experience as a Prime Contractor/Consultant/Supplier              in at least two

(2) projects of similar nature and complexity with verifiable letters of contracts award and certificates of job completion within the last five (5) years (between 2018 and 2023);

  1. In case of Joint Ventures, the company shall provide evidence of the Joint Venture Agreement executed by all parties in the Joint Venture;
  2. Evidence of current registration as a Contractor/Service Provider with the Ogun State Government (Ogun State Bureau of Public Procurement).
  3. Evidence of Tax Clearance Certificate of Director(s) for the last 3 years
  4. FIRS Company Tax Clearance Certificate for the last 3 years (2020, 2021, 2022)

4.0        NOTE:

  1. Additional details are provided in the Prequalification Document.
    1. All claims must be adequately substantiated with documents and must be verifiable.
    1. The Ogun State Bureau of Public Procurement/Ogun State Economic Transformation Project shall deal directly with only the authorized officers of interested companies and not with their agents.
  2. iii. This Prequalification exercise shall not be construed as a commitment on the part ofthe Ogun State Bureau of Public Procurement/ Ogun State Economic Transformation Project to award the contracts to anyone or even award any contracts at all.
  3. The Ogun State Bureau of Public Procurement/ Ogun State Economic Transformation Project will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with this invitation for Prequalification.
  4. Interested eligible applicants may obtain further information at the Ogun State Bureau of

Public Procurement, Room 6, Behind Abeokuta Club/CBN Buildings, Oke-Ilewo, Abeokuta.

5.0       COLLECTION OF PREQUALIFICATION DOCUMENTS

A complete set of the Prequalification Document may be purchased by interested Applicants at the Ogun State Bureau of Public Procurement, Room 6, Behind Abeokuta Club/CBN Buildings, Oke-Ilewo, Abeokuta, upon payment of a non – non-refundable fee of Ten Thousand Naira (N10,000.00). Payment should be made via the following Revenue Code:

6.0        SUBMISSION OF PRE-QUALIFICATION DOCUMENTS

Applications must be enclosed in a sealed envelope with the Schedule/Lot Number written at the Top Right Hand Corner of the envelope and addressed to:

The Director General, Ogun State Bureau of Public Procurement, Room 14, Behind Abeokuta Club/CBN Buildings, Oke-Ilewo, Abeokuta and delivered at the same address on or before 9:00 Hours on January 15th, 2024.
